Concrete Moisture Mitigation for Government & Public Facilities
Correctional, military, library, civic and transit buildings
Public-sector construction runs on grant deadlines, budget cycles and occupancy dates, and the products in it are specified rather than sold. Bone Dry Pro is a water-based, VOC-free penetrating sealer sprayed on the slab the day of the pour. It seals the capillaries from inside the concrete, so carpet, vinyl, VCT, hardwood and resinous flooring go down on schedule instead of after weeks of dry-down and RH testing. It is formulated for slab on grade, below grade and slab on deck, in normal-weight and lightweight concrete, and its built-in antimicrobial protection keeps the pores of the slab hostile to mold, mildew and odor-causing bacteria.
For a ground-up building, Bone Dry Pro Admix puts the same protection in the mix at the batch plant. Bone Dry Pro is backed by a 25-year replacement warranty that includes labor and material to replace the finished flooring system, adhesives, and prep material. Bone Dry Pro Admix is backed by a lifetime flooring and roofing system replacement warranty.

Where Bone Dry Pro Has Been Used in Public Buildings
Every project below is a published Bone Dry case study; the details are the ones stated on each project page.
Correctional and public-safety facilities
- Sullivan County Jail, Monticello, NY: a 134,000 sq. ft. facility completed in 2018 with 256 beds and direct-supervision cell pods. Bone Dry Pro was used under the floor coverings.
- Stanislaus County Public Safety Center, CA: a 170,000 sq. ft. expansion dedicated in March 2017, including a support facility for inmate intake and transportation. With the deadline approaching, contractors used Bone Dry Pro for moisture mitigation and the expansion was occupied before the grant deadline.
Military
- Rucker Army Base, Daleville, AL: rust spots were appearing where parts were set on concrete floors, traced to moisture coming through the slab. Rather than spend days shot-blasting for an epoxy system, the Army chose Bone Dry Pro, applied with a backpack sprayer.
Libraries, community and recreation buildings
- Carnegie Library of Pittsburgh, Carrick branch: a 1929 building renovated in 2018 to modern and ADA standards; the contractors used Bone Dry Pro to seal the concrete substrates.
- Ping Tom Memorial Park Fieldhouse, Chicago: Bone Dry Pro under the athletic flooring in a Chicago park fieldhouse.
- Rocky Mount Downtown Community Facility, NC: a 2018 mixed-use community building housing a health-clinic education facility, an indoor sports and fitness center and a civic event center.
- Cordage Park, North Plymouth, MA: a 300-unit apartment complex built in 2018 as the first step of the North Plymouth Revitalization project.
Transit and fleet maintenance
- CATA administration and maintenance facility: a new building that brought operations and dispatch together and expanded bus storage to 96 buses, completed 2018 with the bus storage building following in 2019. The contractors used Bone Dry Pro on the concrete substrates.

Specifying Bone Dry Pro: Submittals and Testing
Bone Dry Pro is water-based and VOC-free; a third-party VOC compliance report is part of the submittal package. Download what the specifier needs directly:
- Bone Dry Pro: specifications (PDF) · 03 05 50 three-part specification (Word) · SDS · VOC compliance report · BABA affidavit · approved cementitious top coatings for remodels

Moisture testing. The Bone Dry Pro route removes the RH testing gate: pour, spray the same day, floor on schedule. With Bone Dry Pro Admix in the mix, onsite ASTM F2170 and F1869 moisture testing is eliminated entirely, because the whole pour is waterproofed rather than tested and then treated. For a new pour see sealing a new concrete pour; for an existing slab that is about to receive flooring see sealing a slab on grade before flooring; for a below-grade slab see sealing a below-grade concrete slab.
Send us the facility type, square footage and flooring specification and we will size the Bone Dry Pro order and arrange a crew or representative if you need one.

Used standalone, Bone Dry Pro functions as the curing compound and achieves the results a curing compound achieves, so cure and seal happen in one pass. ASTM C-309 covers liquid membrane-forming compounds and does not apply to a penetrating sealer; where a specification names C-309, a dissipating curing compound can be applied after the Pro Sealer is applied.
As little as 6 hours after application. Quick Dry is always included with Bone Dry Pro, so there is no waiting on cure and dry-down or on RH probes.
Bone Dry Pro carries a 25-year replacement warranty that includes labor and material to replace the finished flooring system, adhesives, and prep material. Bone Dry Pro Admix carries a lifetime flooring and roofing system replacement warranty.
